Is merit pay for teachers a good way to increase performance in schools?

There are examples that have shown in Indian schools that when good teachers are paid more compared to other schools they have better scores on tests. However there have been cases where teachers are paid more yet they don't alter drastically the knowledge that students acquire. Who makes up how much more teachers get paid? How much more work is required to recieve this reward? The issue over merit pay has educators and instructors divided over the issue as some  have been known to cheat by boosting scores to get this special pay. To prevent corrupting the education system these issues are being contemplated.
